Unexpected timber land held by AI

I was replenishing my exhausted logging camp, and come across a timber land held by AI - Three Brothers, and I can't build on top of it. I assume a patch a while ago supposed to fix this. After inspecting a while, I finally found the reason why this is happening, not because AI actually trolling me, but due to a random event burnt down AI's logging camp. The land underneath will remain in AI's hand. (I supposed unlike human, AI doesn't actually rebuild what was lost due to random event, actually I've played till 2020, and that timber land is still held by that AI)

How is this fixed? The save itself doesn't look like changed anything immediately. After a month AI will sell the not supposed to owned land or something? or will the land get default sold when accident happened (this will have to wait for accidents to happen to AIs resource spots, probably would need some luck to repeat similar situation).

When you start a new game, this AI issue will no longer occur.
