Add an obsolete research project filter bottom

I've always obsess with teching ahead, and the current tech filter bottoms are extremely helpful when you have 118 R&D centers. But I think an additional obsolete research project filter bottom will be very helpful. Like here the yogurt research target is actually less than current tech level, and its R&D center is just wasting time persuing obsolete target. This situation often happens when you have multiple R&D research the same tech (to catch up in the short term and in the long run), or when you acquire tech from AIs.
