What about requiring the player corporation to generate X amount of taxable income then they get the ability to zone. The Capitalism Lab tends to give you all the tools upfront and then there's nothing to aspire or work towards.

I think i'm second to william's suggestion that the zoning tools should not be something that'll be effortlessly relinquished to players, with a little additional points though.
