[LOCKS] script functions

Now you can use scripts to lock the player out from accessing specific firm types and product classes.

Attached is a screenshot of a script modified game where the only types of firms that the player can build are retail stores and factories.

All interface locks (Information Center, Building Types, Buy Land) are lost when loading saved game.

We will get this bug fixed in the upcoming post-release beta v2.7.00 along with other new features.

Is it possible to locks or disable only Departement Store and Discount Megastore?
