GOAL/SUBGOAL REWARDS, changing Software/Internet Tech

Using a script it is possible to change your player corporation's product tech level using goal rewards.

eg.
[HEADER]
title=tech change test script
description=script that increases your corporation's level of tech in computer to 100 once you gain 100% ownership of your company.
[MAIN GOAL]
Gain 100% ownership of your company.
[MAIN GOAL VALUES]
Ownership=100%
[MAIN GOAL REWARDS]
Tech change= Computer, 100

However, this does not appear to work for software or internet tech. Is there a way to change software or internet tech levels of player corporation using the script system, or alternatively using mods?
