Buying land

This is new for me as I always loved playing Cap 2. Does this new feature mean (as has happened yet and so random I'm not sure when it will) if some resource appears on the land I own, I assume there is no land purchase cost to build there? And I assume if I sold the land it would be worth a whole lot more than when I purchased it?
