least amount of money to start a subsidiary with?

Getting ready to start a subsidiary, But whats the least amount of $$ i should use for the AI to start building in such? Not going to use the least amount just wanting a rough idea of how much to give.

The minimum amount is $20 million and it may go up with inflation.
