If you just have a COO, you can benefit from your specialty and the COOs by choosing who runs the R&D center. Once you hire a CTO that person automatically runs all the R&D centers.
If allowing you to choose between COO, CEO and CTO for each R&D center is a big change, at least allowing you to choose your CEO is needed. So you can retain the CEO bonus and so you can retain control of that R&D center's tech choices.
My ideal change would be just to have the tech specialty bonus apply from everyone automatically. But maybe that is too strong?
