请问一下新实验脚本变量加入到脚本的什么位置，才没报错出现

我将新变量如下，放入脚本任一位置都出现报错，请问怎解决？
Migration Rate Modifier=5
//It modifies the rate at which people immigrate to a city. 100 is the standard value. A lower value means a slower migration rate.

Disable Local Economy=Yes
//When the local economy is disabled, there will be no local competitors selling products and no local businesses creating jobs.

Firm Employment Effect=10

报错出现这个文档显示。。。
