It seems like if you set you sub CEO management policy to look only for supplies from own or parent companies he will still create new retail stores but will have nothing to sell there if those companies have no products that would match the stores created.
Summary:
1) The CEO should not create retail stores if he has nothing to sell there based on his management policy.
2) The management policy needs another option checkbox called "look for supplies from other companies if there are no products in your own or parent" or something like that.
BUG: CEO is creating retail stores even though he has nothing to sell there
