Button next to "1" not pausing

In this link (
https://www.capitalismlab.com/shortcut-keys/) it says that the game is supposed to pause when you press the button next to "1". When I press it (it gives me the symbol "§"), the game doesn't pause. Any ways to fix this?

When you press '0', does it pause the game?

Yes, it does. I would prefer to use the key next to "1" to pause because then I don't need to move my hand.
