Going to https://www.capitalismlab.com/buy-game/ there is actually no mention of the banking DLC on that page at all or even a heading like the other DLC's have showcasing the DLC features.
The version with base game and first 3 DLC's is even marketed as the "complete edition"
The only way i can find a link to buy the DLC (https://www.capitalismlab.com/banking-dlc/) is to use google to search for it. And new buyers are not likely to do that until they are aware it exists.
