These lines state your preferred mix of AI business focuses.

These are a preference, not a guarantee. Other factors also shape AI business focuses, and the game follows your numbers wherever it can.
Giving AI competitors product expertise
AI Product Expertise=<Expertise Product Class>, <Number of AI competitors>

So AI Product Expertise=Apparel, 3 starts the game with three AI competitors expert in apparel — and much fiercer competition in that industry.
It only reaches competitors with a diversified business strategy. Retail-focused companies and every other focus are unaffected, so a game weighted towards focused AI companies will show less of this than you expect.
