Q: Why is it not possible to have Tech Disruption and Product Customization enabled at the same time?

A: It is not possible because the Tech Disruption mechanism reduces a product’s tech level constantly and eventually the tech level may fall below the required tech level of a custom product and this will be confusing to the player.
